Where you been, bro? Big Brother has always been watching. 
The thing is...They watch because it's their responsibility to do so. Some folks have a problem with authority or are afraid they will deal with offenders with an iron fist. Authority also exists for our protection and to help sustain order.
I totally get the ADD thing, but I don't think that's what this is all about.
And if it were for punctuation or spelling, the board would have closed long ago.
