I don't believe Trump believes all of America should be kept as is - nor that all of America is great.

Any thing he can get through Congress he has changed - so he obviously doesn't mean all of America as it stands today is Great.

The culture of death permeating America seems to be entrenched. I am not sure it will be removed short of a major war.

I think the only thing that slogan wants to do is keep the Great American President for 4 more years. Then we are on our own again.

HHS is fully under the president's control. No need for Congress to be involved here.

Importantly, the article says HHS disputes what is being reported. Hopefully that is true and HHS is reviewing this proposal with plans to cancel it. If so, then Trump will deserve credit for it ending under his watch. Hopefully that will be the case.
