Post I wrote a dissertation on the topic of apostleship Mark Hardgrove
If you're interested you can access my dissertation here:

But the short answer to the question of this thread is, "it depends." If the ABs are actually instrumental in launching new works then perhaps they could be operating under the gifting of apostle. If they are merely administrating then they are operating under the gift of administration.

In my experience with the Church of God Cleveleand, TN.

J. Frank Culpepper was the ONLY overseer who possessed the character and integrity required of the office.

When he was promoted to Heaven it was the end of an era.

His priorities were in order.

He loved God and he loved God's people.

In one encounter with him, I learned everything I needed to know about pastoral ministry.

He answered all questions honestly without evasion.

He encouraged input from the congregation, without censor.

He let us VOTE.

He kept his word.

I think we (the COG) have confused the nomenclature. That is, just because an individual had learned to navigate the socio-political construct of our ecclesiastical organization so as to be selected for an appointment, does not in and of itself make them a leader.

True to the 100th power. This aint true for all our leaders, by far, most a our leaders is good godly fellers.

The ole timer aint as articulate as Tom, but we got some fellers in the COG (of course, ever other organization does to) what has learned the system, pulled coat tails, served as gophers (golfers to), hung around certain leaders, buttered their bread, requested/begged till they was appointed to a position. An no, that don't make em a good leader at all. They good politicians.
