In all honesty, allowing ordained ministers on the floor is a highly orchestrated step to female ordained bishops a reality. You'd have to be blind not to recognize it. Couple that with the writings coming from seminary paving the way.
It's been quite an organized effort and either side will scream bloody murder if it is passed or defeated.
