If in fact the EXITS were padlocked the owner is in a heap of trouble. It happened in Hamlet, North Carolina in a chicken processing plant, there was a fire and the exits were blocked. 25 Lives were lost and it cost the company plenty If I remember correctly. Shocked The owner was sentenced to 20 years, served 4. But he DID go to prison!
