We keep hearing about "rule 40".
“Rule 40(b): Each candidate for nomination for President of the United States and Vice President of the United States shall demonstrate the support of a majority of the delegates from each of eight ( or more states, severally, prior to the presentation of the name of that candidate for nomination. Notwithstanding any other provisions of these rules or any rule of the House of Representatives, to demonstrate the support required of this paragraph a certificate evidencing the affirmative written support of the required number of permanently seated delegates from each of the eight ( or more states shall have been submitted to the secretary of the convention not later than one (1) hour prior to the placing of the names of candidates for nomination pursuant to this rule and the established order of business."
Notice that it does not say, as some believe, that a candidate has to have WON 8 primaries. Rather, they have to have the backing of the majority of DELEGATES from 8 States, whether they won the State or not.
Here's the deal. The wording says that in order for a candidate to eligible to even be nominated at the convention, they must have won (or stolen) a MAJORITY (not a PLURALITY) of the delegates in EIGHT States. So, in theory, Trump could come to the convention with 49% (a plurality) of the delegates from 42 States (as well as leading Cruz by 20 points in the polls and having won a large majority of the primaries), with the other 51% of the delegates from those States being divided between the various other candidates who are still in the race and who have dropped out. In such a scenario, Trump would not even be eligible to be NOMINATED! Cruz can waltz into the convention, not having even won a small fraction of the primaries Trump has, but as long as he has the MAJORITY of the delegates (won or stolen) from just 8 States, he will be the only candidate eligible to be nominated, even if he did not actually win the primary in those States.
